Charges Amended in Burnsville Fatal Hit and Run
Dakota County Attorney James Backstrom announced that his Office amended the criminal charges that were filed on April 25, 2008, against Martina Narvaez, age 36 of Owatonna, and Armando Velasquez, age 19 of Faribault, in connection with a fatal hit and run on April 5, 2008 in Burnsville, resulting in the death of Carlos Eduardo Noriega, age 32 of Prior Lake.
Backstrom stated that the new charges reflect that it is now alleged that Armando Velasquez and not Martina Narvaez was driving the vehicle that struck and killed the victim. The charge against Francisco Javiar Velasquez, age 18 of Faribault, remained unchanged, although the factual basis for the charge was altered to be consistent with who it is alleged was driving the car.
