Provider Requirements for Assistants, Helpers & Substitutes
Child care providers are required to keep copies of their assistants and helpers’ training certificates as well as log training in on their Caregiver Tracking Record.   This will be viewed at all relicensing.

Assistants and substitutes are over the age of 18.  (Assistants must attend a rule orientation)  Assistants and substitutes must complete the Background Study Form and return it to our office, and have the Physician’s Form completed by their doctor and send a copy in to our office at,  Dakota County Social Services,14955 Galaxie Ave., Apple Valley, MN 55124 .  Assistants and substitutes must have completed the SIDS and Shaken Baby Syndrome training and provide a certificate to the provider.  Providers must also supply the assistants, helpers and substitutes with their chemical usage policy before they are employed.   If an assistant or substitute is left alone with children for more than 30 hours per year, they must have CPR and First Aid completed.  Assistants must obtain 8 hours of training each year.  The SIDS and SBS training counts in this number along with the CPR and First aid for assistants.  Two hours of the training requirement in the first year must be a child development* training.  **A substitute or assistant cannot be left alone with the children for more than 30 times in a calendar year or they would need to be on your license and be a co-applicant.

Helpers are at least 13 years of age and under 18.   Helpers cannot be left alone with the children.  They can assist you or take the children to another part of the home or property as long as you are on the property.   They must complete a Background Study Form and have their parent or guardian sign the form along with their signature.  This must be sent to Dakota County Social Services at 14955 Galaxie Ave., Apple Valley, MN  55124.  The helpers must have completed SIDS and Shaken Baby Syndrome training before they may help with any child in care.  A helper must obtain 6 hours of training in the first year and the SIDS/SBS training will count.  Two hours of their 6 hours of training must be in a child development course*.









* child development training is any training that has development in the title such as infant development, ages and stages of development, brain development.
