The High Performance Partnership began in 2003 to identify collaborative opportunities for Dakota County and its largest cities. The initiative identifies ways to work together that enhance service delivery, reduce the costs of delivering services, or both.
Achievements of HiPP
Collaborative work across a variety of topics has been realized as a result of the first six years of the HiPP initiative. Most notably, the implementation of a consolidated 911 dispatch center (along with implementation of a shared 800 MHz communications system) is complete. In the first year, operational savings of $1.4 million are projected, with $8 million in savings projected over five years.
Working togetherA Steering Committee made up of interested elected and appointed officials from the partner organizations have met regularly since 2004 to provide direction and a communications structure for the subcommittees. Apple Valley Mayor Mary Hamann-Roland and Hastings City Administrator Dave Osberg were co-chairs of the HiPP Steering Committee from 2004 until 2009. Current co-chairs are Sunfish Lake Mayor Molly Park and City Administrator Peter Herlofsky. The
current committee consists of representatives from Dakota County and 12 cities.
